In the bishops’ reopening plan (available here), there are several Public Health Indicators (PHI) required to move from Stage 1 to Stage 2:

sufficient PPE is available.

• Rates of cases, hospitalizations and deaths are declining,
• testing and tracing are available, and
• sufficient PPE is available.

In North Carolina, we have exceeded the goals set by the state health department (NC DHHS) for testing/tracing (PHI 2) and PPE (PHI 3), but the rates of cases, hospitalizations, and deaths are not yet declining (the latest metrics from NC DHHS are available here). Since it is not likely that goal 1 will be met by July 1st as we had hoped, the bishops have delayed the resumption of public worship. As soon as a date has been decided, we’ll let you know.
